For the past decade, Mr. Lehman has been recognized
worldwide for the development and implementation of a long-standing project
peer review and evaluation procedure, which has consistently had a profound
impact on DOE’s large science projects being delivered on time and on budget.
Known as the “Lehman Review”, this concept has been promoted by the White
House Office of Science and Technology Policy as a best practice for all
Federal agencies. These reviews are conducted periodically on all large, SC
construction projects and large experimental equipment under fabrication.
In support of the SC peer review process, Mr. Lehman
established and maintains an extensive and unique network of world-class
scientists, engineers, and management consultants. Mr. Lehman also works
extensively with the community of SC Federal Project Directors and Contractor
Project Managers to promote SC project management principles and to
facilitate sharing of best practices and lessons learned.
Mr. Lehman has conducted hundreds of project reviews and
provided project management support for many other large, SC projects
including the Advanced Photon Source (APS), $800 million; the Relativistic
Heavy Ion Collider (RHIC), $600 million; the Large Hadron Collider (LHC),
$500 million; the Spallation Neutron Source (SNS), $1.4 billion; the
Superconducting Super Collider (SSC), $11 billion; as well as non-SC
projects, such as the National Ignition Facility (NIF), $3.4 billion. Mr.
Lehman has lectured extensively on the lessons learned from these projects
and project teams.
In February 1987, Mr. Lehman was
chosen as one of the ten members of the Superconducting Super Collider Site
Selection Task Force, serving as sub-committee chairperson for two of the
seven selection criteria. In October 2004, Mr. Lehman served as chairperson
for the Global Science Forum International Workshop on Management Practices
for Establishing Large International Scientific Research Projects. The
workshop was recognized as a first-of-its-kind gathering of international
project management practitioners to share unique national best practices.
Mr. Lehman received a 2007
Distinguished Presidential Rank Award and a 2004 Meritorious Presidential
Rank Award.
Mr. Lehman received his B.S.
in Civil Engineering with honors from the
University of
Maryland.
He is a licensed, professional engineer and a member of the American Society
of Civil Engineers.
