"Best-in-Class" Safety Goal

An Office of Science (SC) Site Office, staffed by Federal employees, is assigned to each of the SC Laboratories. The Site Offices represent the single point of contact between SC and the SC Laboratories. The 10 SC Site Offices are responsible for implementing SC Headquarters safety program and policy.

The SC goals for "Best in Class" are based on Bureau of Labor Statistics (BLS) data for Standard Industrial Classification (SIC) Code 873 for Research and Development (R&D) institutions with more than 1,000 employees.

Specifics on the Office of Science occupational injury/illness rate reduction goals:

  • Interim Goal: In FY 2005, each SC laboratory was expected to achieve a Total Recordable Case (TRC) rate of 1.17 and a Days Away, Restricted or Transferred (DART) rate of 0.50. These are the best 25th percentile rates for SIC code 873. The quarterly data are from the BLS web site, taken from 1994 through 2002, and averaged.

  • "Best-in-Class" Goal: Each SC laboratory will achieve in FY 2007 a TRC rate of 0.65 and a DART rate of 0.25. These are the 10th percentile rates for SIC code 873. The decile data are from a special tabulation by the Bureau of Labor Statistics, taken from 1997 through 2002, and averaged.

  • The laboratories rates include subcontractors' occupational injury/illness data so we maintain ownership of safety regardless of who performs the work.

  • If there is a large construction project that could skew a laboratory's TRC and DART rates, the construction subcontractor(s) data can be separated into another Computerized Accident Incident Reporting System (CAIRS) organizational code for tracking. The separation of data of a large construction site from a laboratory must be agreed upon by the Site Office and SC Headquarters. While the construction site data will not be included in that laboratory's data, that construction site will be tracked against the 25th percentile for BLS construction data, and the construction site's TRC and DART rates will be expected to remain lower than the 25th percentile for each year. During the years 2003 through 2006, Science had only one such project, the Spallation Neutron Source (SNS) project at ORNL.

  • Beginning in July 2005, the Science complex began tracking injuries to our scientific visitors, including students. The CAIRS is establishing separate organizational codes for scientific visitors for each SC laboratory. Since it may not be possible to accurately determine the labor hours expended by scientific visitors at our laboratories, SC will not include visitor statistics towards the Science occupational injury/illness rate reduction goals. However, we will be tracking scientific visitor data as an important indicator of our corporate safety performance.
