Larry began his career with the United States Department of Energy (DOE) in 1978 and, until 1984, was responsible for handling program management responsibilities for the DOE In-House Energy Management program as well as the SOLERAS Program, which was a five year, $100 million Saudi Arabian-United States program for cooperation in the field of solar energy. From 1984 to 1999, he conducted independent peer reviews and other assessments of DOE research and development programs to identify undesirable gaps and duplications and to judge the quality and impact of such programs. From 1999 until 2003, as a senior member of the technical staff in the Office of Biological and Environmental Research’s Medical Sciences Division (“MSD”), he planned and administered the biomedical engineering program, developed information tools, and coordinated MSD information outreach activities with science, technology, Congressional, and patient advocacy communities. From 2003 until 2005, he was the SBIR/STTR Technical Manager and served as a recognized technical authority and expert in DOE relative to technological innovation by small businesses. Since 2005, he has served in his present position as the Acting Director of DOE’s Small Business Research Division. Larry’s present responsibilities include planning, managing, and coordinating DOE’s SBIR and STTR Programs. He is also responsible for overseeing the process of soliciting and selecting awards, assisting small businesses to maximize the effectiveness of their participation, determining and communicating program benefits, and representing the programs within and outside of DOE. Larry has a Bachelor of Science degree in Mechanical Engineering from Wichita State University and a Masters degree in Business Administration (Finance and Investments) from The George Washington University. He is licensed to practice as a Professional Engineer in Maryland, Colorado and the District of Columbia.
